CERT FUNDING /

PermaRock’s range of products and services is complimented by the ability to facilitate funding / grant support under the CERT (Carbon Emissions Reduction Target) programme for external wall insulation (solid wall insulation) refurbishment projects.

PermaRock Products Ltd are part of energy efficiency specialists Carillion Energy Services, and as part of Carillion, we may be able to source you a partial funding contribution payable to your client for the PermaRock External Wall Insulation element of the contract.

What is CERT?

CERT - which came into effect on 1 April 2008 and will run until 2012 - is an obligation introduced by the Government on energy suppliers to achieve targets for promoting reductions in carbon emissions in the household sector and combating fuel poverty.

CERT will maintain a focus on vulnerable consumers and now includes new innovative and flexible approaches to energy efficiency, including PermaRock external wall insulation systems.

What information is required?

We would be pleased to investigate the opportunity to facilitate the potential provision of CERT funding for PermaRock External Wall Insulation schemes. To enable us to progress matters, we would need several items of information to calculate estimated values of any funding that might be available.

The information required would be primarily:

  • The number of dwellings forming the scheme.
  • The type or types of dwellings (eg Flats, Semidetached, Terraced, etc).
  • Number of bedrooms in each type of dwelling.
  • The Postal Codes for the dwellings.
  • The existing and target U-Value in each case (note that PermaRock can assist with any necessary U-Value calculations that may be required if they haven’t already been prepared).
  • Current fuel type.

Furthermore, to qualify for any of the maximum levels of funding available, the social housing provider is required to sign a declaration (provided by us) stating that at least 70% of the homes are in “Priority Group” status, e.g. the homes are occupied by persons on qualifying benefits.

Are there grants or funding available?

Any funding support that might be available is very limited and is dependant on a number of factors and the homeowner/client must be in receipt of at least one of the following:

•Council tax benefit

•Housing benefit

•Income support Income-based job seekers allowance

•Attendance allowance

•Disability living allowance

•War disablement pension, which includes either a mobility supplement or constant attendance allowance

•Disablement pension, which includes constant attendance allowance

•State pension credit

Or

•is in receipt of at least one of the following credits:

Child tax credit, where the relevant income is £15,592 or less Working tax credit, where the relevant income is £15,592 or less

Or

•is at least 70 years old If eligible,

funding would only typically contribute between 5-10% and we would also require information on your house type/construction and number of bedrooms.
